Extra Care Development by Sarah Wigglesworth Architects

Pegasus Life secured planning permission through public inquiry for a Sarah Wigglesworth Architects scheme for a C2 assisted living community at The Knowle, Sidmouth, Devon. The Design Review Panel (www.designreviewpanel.co.uk) were instructed by East Devon District Council (EDDC) to provide multidisciplinary, expert, independent and impartial guidance and feedback to the local authority, applicant and design team during the pre-application design stage.

Michael Joffe

Landscape Architect

Mike Joffe is a Chartered Landscape Architect with over 16 years’ experience in landscape planning and design, and has also provided Expert Witness. His portfolio includes working at Colvin and Moggridge with Hal Moggridge to produce the Edinburgh View Framework; at Barton Willmore (Soho), he undertook design and assessment of tall buildings against London’s protected view corridors; at edp, he provided LVIA, LVA, EIA and Green Belt appraisals, with notable schemes including the 3,000 dwelling mixed use SUE at Grenoble Road, Oxford, 49Mw solar scheme adjacent to Grade I Croome Park, appeal-approved solar scheme in the Chilterns, and LVIA and landscape strategy incorporating complex bat mitigation for residential development in Cheddar, Somerset.
A side-step away from pure landscape planning and into a new hybrid landscape planning and design role at DLA, gave Mike the opportunity to develop his interest in deeper contextual landscape analysis to inform the design isolated dwellings and development in the countryside, in a way that is demonstrably sensitive to the defining characteristics of the local area. (This approach would go on to gain the attention of the design review panel). Other notable projects included LVIA for a Social, Emotional and Mental Health (SEMH) school in Brockworth, and demonstrating it would not harm the setting to the Cotswolds National Landscape. This project also prompted Mike to visit with Knowle SEMH school, following on from which he designed a bespoke landscape-directed education and play strategy for the SEMH school. This included a BMX track, indoor/outdoor anxiety and decompression spaces, forest school and safe play spaces.
Mike now works with David Jarvis Associates, in Cheltenham, where he specialises in the blend of landscape planning and design services for a wide range of development types, including minerals, landscape restoration, isolated dwellings in the countryside and residential development.

Michael has also found particular interest in the deep contextual analysis and design of Paragraph 79/80 proposals - currently at six - where he has had the good fortune to work with the country’s leading Paragraph 80 Architectural practice. The forum of DRP presentations and discussions has been deeply gratifying, opening up new ideas and challenging run-of-the-mill. In the spring of 2022, Michael set up Joffe Landscape Architects Ltd.
